Name of Work: The Scope of Third Party Validation Task is stated below: 1. Cross checking of (20-25%) the measurements/survey carried out at site to determine the validity of the executed works by taking cross sections of canals and Nallahs/river. The Consultants may adopt any appropriate interval (i.e. 1000 meter) for checking of required percentage of the measured works. The observations may be taken at closer/random intervals, where appropriate, for checking of the desired percentage of work. 2. Evaluate the condition of the major structures. This will include the estimation of work done and remaining works on each structure. 3. Determine the amount of work done by the contractors on each package based on field observation (Cross Sections & Condition Survey) and taking into account the effects of the events occurred after execution of the works (i.e. Flood damages, Siltation, damages by locals, terrorist attacks etc.). 4. Determine the causes of delay in completion of Project. 5. Suggest the ways and means to achieve the conceived benefits and conclude the project within minimum possible time. 6. During the devastating floods of 2010 and 2012, Pat Feeder Canal System was severely affected which caused reduction of supplies/discharge capacity of canal from 6700 cusec to 3500 cusec. The cropped area also reduced by 60%, thereby causing serious crises besides decreasing the revenue which is a huge loss to Balochistan Province. The discharge capacity in main canal could have been restored through contractors already engaged. The third party shall examine the following charges and give recommendations. a. No appropriate action were taken by PMU and Consultants rather the Contractors were forced to abandon the work by stoppage of their payments and non-coordination with them when they were working at their own without security shelter in high risk zone of district Dera Bugti and tehsil Chatter. b. The funds were transferred to other districts and expenditure made against un-approved scope of work.
